NEW BUILDINGS ONLY
1306.0100 SPECIAL FIRE SUPPRESSION SYSTEMS (OPTIONAL).
Subpart 1. General. This part authorizes optional provisions which are
adopted by a municipality in addition to the state building code, for the
installation of on-premises fire suppression systems in new buildings and
buildings additions to existing buildings which have the occupancy
classification changed.
Subp. 2. Municipal option. The sprinkler system requirements of this
chapter when adopted with the selection of either item "5a", " 5b", or "5c",
become part of the state building code. When adopted, the requirements are
applicable throughout the municipality without future change for new buildings
additions to existing buildings and buildings which will have the occupancy
classification changed.
Subp. 3. Requirements. Automatic sprinkler systems must be installed
and maintained operational within the structures of the occupancy
classifications listed in items 1 through 5. For purposes of this chapter
separation walls do not establish separate buildings. The square footage
requirements stated in the following items are based on the gross square footage
of the entire building and establish the threshold where the provisions apply.
Basement areas less than required under items 1 – 5 are exempt as stated in the
state building code.
1. Group A-1, A-2, A-2.1, and A-3 occupancies.
2. Groups B, F, H-4, M and S occupancies with 2,000 or more square feet of
floor area or three or more stories in height and all basements in these
occupancies exceeding 2,000 square feet in size.
3. Group E-1 and E-2 occupancies with 2,000 or more square feet of floor area
or two or more stories in height.
4. Group E-3 occupancies with an occupant load of 30 or more.
5a. Group R occupancies.
5b. All R occupancies except 1 and 2 family dwellings.
5c. All R occupancies except 1 – 4 family dwellings less than 8,500 square
feet of floor area including attached garages.
Exception to 51, 5b, or 5c.
Regardless of which option (5a, 5b, or 5c) that a municipality adopts,
additions to "R" occupancy buildings are not required to be sprinklered.
Subp. 4. Standard Automatic sprinkler systems must
comply with the applicable standard referenced in the state building code. When
a public water supply is not available, an alternate on-site source of water can
be used if it meets the approval of the building official and fire chief. When
an adequate alternate water supply for hose stream requirements is provided or
available, the building official and fire chief may permit the water supply
requirements for the hose stream demands to be modified.
Subp. 5. Substitute construction. The installation of an automatic
sprinkler system, as required by this chapter, does not preclude the
substitution of one-hour fire-resistive construction as permitted in UBC Section
508.
Subp. 6. Exemption. The building official, with the concurrence of the
fire official, is allowed to waive the requirements of this section when the
application of water has been demonstrated to constitute a serious life, fire or
environmental hazard, or the building does not have an adequate water supply and
the building is surrounded by public ways or yards not less than 60 feet in
width on all sides.
Subp. 7. Reporting. All municipalities shall submit a copy of the
adopted ordinance to the Building Codes and Standards Division within 15 days of
adoption.
EXISTING AND NEW BUILDINGS
