SUBJECT: Code Adoption Status
Attached are amendments to the state building code, adopting the 1997 Uniform
Building Code (UBC) and the updated plumbing code, which become effective
October 5, 1998. An amended Table 9-A is also attached because the amendments
are only written out in the rules. Finally, attached is a sample ordinance for
yourjurisdiction to use in the adoption of the 1997 LTBC and plumbing
amendments.
The Minnesota Bookstore will be reprinting a complete set of documents which
make up our
State Building Code. These new documents will be sized 8v2 x I I to match the
loose leaf
Volume I of the LTBC. The bookstore will also have available 3-ring binders
labeled "State
Building Code" which will hold the State Building Code rules and Volume I of
the 1997 LJ13C.
Until the new state building codes are available from the bookstore, you will
need to use the attached rules with your existing state building code to form a
complete package of rules. The bookstore has estimated that the complete set

Following is a brief update of the various rule chapters that are either
finishing or are in the midst of code changes:
Rules for chapter 1300, 1305-the adoption of the 1997 UBC with state
amendmentshave been approved by the Administrative Law Judge. The Notice of
Adoption will be published in the State Register September 28, 1998. Rules are
effective five working days after the notice of adoption is published, making
them effective October 5, 1998.
Rules for chapter 4715-the Minnesota Plumbing Code have been approved by the
Administrative Law Judge. The Notice of Adoption will be published in the State
Register September 28, 1998. Rules are effective five working days after the
notice of adoption is published, making them effective October 5, 1998.
Chapter 1341 -- Adoption of the Accessibility Code. These rules have been
undergoing revision by the division's Accessibility Code Advisory Committee this
past year. The most significant change in the development of these rules is the
creation of a single document including scoping, technical provisions and
numerous graphics, most of which are from the ADA Accessibility Guidelines.
Publication of these proposed rules is planned for October with final adoption
anticipated in early 1999.
Chapter 1307 -- Adoption of the ASME Al 7.1-1996 Elevator Safety Code.
Amendments adopting and modifying this code have been in the works by the
division's Elevator Code Advisory Committee over the past several years. This
process is near completion with publication of these proposed rules planned for
October. This chapter will proceed along a parallel adoption path with Chapter
1341, with final adoption of the rule also anticipated for early 1999.
Chapter 1346 -- Adoption of revisions to the Minnesota Mechanical Code.
Revisions to the current Minnesota Mechanical Code were recently started by the
division's Mechanical Code Advisory Committee. The Advisory Committee will be
examining amendments necessary to produce a viable mechanical code still based
upon the 1991 Uniform Mechanical Code, but with substantial additions in the
Reftigeration chapter as well as addressing issues in the new Energy Code.
Meetings of the Mechanical Code Advisory Committee are held every other Friday
at 9:30 a.m. in the Building Codes and Standards Division offices at 408 Metro

November 13, December 4, and December 18. Due to the coordination of the
mechanical and energy codes, the mechanical code will become effective on the
same date as the energy code, which is July 20, 1999.
Other Code Adoptions:
The Minnesota Energy Code was adopted July 20, 1998. It will become effective
one year later, on July 20, 1999. For more information, call the Energy
